In 1992, Congress passed the Clean Vessel Act (CVA) to help reduce sewage discharges from recreational vessels into U.S. waters. The Grant Program established by the CVA will help fund the construction, renovation, operation, and maintenance of pumpout and dump stations to service recreational vessels. Funding comes from the Sport Fish Restoration and Boating Trust Fund.

As part of its commitment to provide clean, safe, and enjoyable recreational boating in California, the California State Parks Division of Boating and Waterways (DBW) serves as the State Grant coordinator on behalf of the U.S. Fish and Wildlife Service.

Frequently Asked Questions

CVA grant funds are available to both public and private marina facility operators. This includes all local governmental entities and private businesses that own and operate boating facilities open to the general public.
The Operation and Maintenance Grant (O&M Grant) will reimburse recipients for up to 75% of the eligible costs of pumpout parts and labor to maintain an existing pumpout.

Both grants (installation and O&M grants) are REIMBURSEMENT based. The grant agreements MUST BE FULLY EXECUTED before any purchase, installation, or repairs occur.
As a grant recipient you are responsible for at least 25% of the costs associated with the new or replacement pumpout and/or dump station installation, or 25% operation and maintenance costs listed in the grant application. This 25% match can be cash, the fair market value of any labor or materials provided, or a combination thereof.
The term of the O&M Grant depends on the term of each grant agreement (between 1-3 Yrs). Costs will be reimbursed only if incurred during the term of the grant agreement.
